The HSE Manager, Plant Level will report directly to the site Plant Manager with a dotted line reporting to the assigned Region HSE Manager.
The role is designed to oversee the complete and effective deployment of plant health, safety, and environmental policies, procedures, and cultural development of the workforce on the shop floor. The role must emphasize that the incident goal is zero, believe zero is possible, and strive to change plant culture to work toward this goal by developing a strong ‘taking less risk’ mindset in all areas of the plant. Serves as the subject matter expert for the plant on all elements of health, safety, security, and environmental compliance.
Required Education/Experience:

- Bachelor’s Degree in safety, environmental, or engineering discipline. Equivalent experience is acceptable.
- Five (5) years minimum experience as an HSE professional in an industrial / manufacturing environment.
- Must have demonstrated experience in changing organizational culture.
- Must demonstrate good investigatory and problem-solving capabilities, using established and effective methods.

Job Responsibilities:
- Must have a ‘zero is possible’ mentality when it comes to injuries in the workplace and promotes that mindset so that it is firmly in place as part of the plant culture.
- Generates creative solutions that drive change in the organization to create a strong safety culture focused on taking less risk among all employees.
- Leads team of safety professionals (direct reports), focusing the team’s goals and objectives on shop floor employee engagement and culture change to one of continuous safety thinking in the pathway of the work, the ENA True North.
- Drives fatality prevention activity and programs as the highest priority (Critical 6, 7, or 8) and oversees the work of the plant resources who have responsibility for each fatality prevention program.
- Has a strong shop floor presence among the operating personnel and plant leadership and spends significant time engaging employees, coaching, conducting WOCs, and developing a consistent dialogue to keep safety at the forefront of all activity and in the pathway of the work. Targets a minimum of 75% shop floor time for all safety professionals on the team.
- Provides leadership to hourly shop floor team members who participate in safety teams or committees and works with Human Resources to support the creation of these teams (where applicable).
- Maintains compliance to all OSHA (region and Federal), the EPA, the state environmental agency, and other applicable regulatory standards for the site. Develops relationships with local agency representatives. Actively collaborates with Central HSE in this area.
- Ensures all HSE team activity focuses on results – reduction in total recordable injuries, first aids, minor injuries, and environmental incidents. Promotes the idea that safety is not owned by the HSE organization, but by plant supervisors and department managers who hold their employees accountable for taking less risk.
- Ensures Emergency Management Teams are properly instituted in plants for injury first response and crisis management planning.
- Maintains and deploys a standard of excellence in the assessment of injury and injury-free incident cases to ensure proper classification, escalation processes, root cause analysis and determination of effective countermeasures including the development of major incident read across processes (case management). Helps to drive improvement in case management at the plant level with support from their assigned Region HSE Manager.
- Establishes a strong relationship with a local Occupational Medical Facility (and doctors who assess our employee injuries) and establishes clear processes with the plant for how injuries not requiring emergency treatment are to be assessed. Ensures the medical professionals understand the health and safety risks in the plant and the nature of how injuries can occur (plant tours).
- Collaborates with the Management Systems Team to support the ISO 45001 (Health & Safety) and ISO 14001 (Environmental) standards. Provides guidance and direction in the design and deployment of the management system at the plant level so that it is an effective and functional tool that drives the desired HSE and compliance culture. Ensure the plant-level system ties out to corporate policy and requirements.
- Collaborates and communicates with the Corporate Legal Team on regulatory and compliance issues where needed. Ensure the plant is transparent in reporting Critical 7 Violations to the executive review committee for consistency in the deployment of employee action across ENA.
- Collaborates with local HSE, plant maintenance, and engineering teams to support the implementation of equipment changes/upgrades that drive improved health and safety conditions. Oversees the PEHSR (Management of Change) process in conjunction with Operations and Engineering. Ensures everyone involved in change management assesses the risk associated with health, safety, and environmental regulations when equipment and other changes occur in the plant.
- Develops, deploys, and oversees robust Industrial Hygiene and Emergency Preparedness Programs for the site in accordance with Central and Group HSE guidelines.
- Supports and conducts effective HSE audits of the ENA facilities to support continuous improvement. Supports third party and other Business Unit / Area audits as applicable. Works to implement effective corrective actions resulting from audit findings. Participates in BA auditing program which involves occasional participation in cross-audits of other ENA facilities.
- Provides support and documentation necessary within the Worker’s Compensation program for the site.
- Ensures departments and units own their JSA documentation, regularly review and update the documentation, and are using JSAs every day in the pathway of the work (living documents that guide safe work practices for new and experienced employees).
- Facilitates training at the site for HSE topics as needed (new employee, refresher) and manages content of the training as needed. Collaborates with Central HSE to develop new and creative ways to improve training effectiveness by utilizing the latest technology and innovative platforms.
